Project Overview
The LMIS project in Eritrea is aimed at modernizing the country's public health supply chain management system. The project was launched in response to challenges faced by the existing LMIS, including inefficiencies in data collection, reporting, and supply chain operations.
The general objective of this assignment is to strengthen the national LMIS by developing and implementing an Electronic Logistics Management Information System (eLMIS) to improve stock and forecasting data accuracy, enhance supply chain visibility, and facilitate decision making with the ultimate goal of enhancing the prompt availability of crucial pharmaceutical supplies and optimizing the movement of these life-saving commodities through the supply chain. The project is divided into four key phases:
Phase 1: Onboarding and Evaluation
Phase 2: Proposed Solutions and To-Be Draft Creation
Phase 3: Vendor Onboarding and Solution Implementation
Phase 4: Closeout and Vendor Offboarding
In Phase 1, the PICMA team evaluated and tested the existing LMIS/eLMIS; reviewed existing business process mapping; evaluated data collection and transfer mechanisms; evaluated degree of interoperability with other systems; reviewed master data management, including change management procedures; and reviewed compliance to existing global and local standards.
The team also conducted an infrastructure evaluation, reviewing the application hosting platform and the current infrastructure for management of the information system including internet connectivity, power, and personnel. By assessing contextual, organizational, and technical factors, the team sought to ensure that any recommendations presented in Phase 2 are grounded in country specific realities and responsive to the short, and long, term needs of the health system. In this current phase, the team presented a comprehensive requirements document that lays out the non-technical foundational requirements for an eLMIS, a would be architecture outlining the newly designed eLMIS, and the cost and bidding documents required to move the project into Phase 3.
The results of this analysis were used to inform the recommendations in this document, the first deliverable of Phase 2.
